“At the scene of emergency rescue operations, a citizen with a dog offered assistance at the operational headquarters in searching and locating the living and the bodies of the dead. She was denied access to the site,” the department told TASS.

The Ministry of Emergency Situations emphasized that to work in a special risk zone, a confirmed rescuer status and certification of a search and rescue dog are required.

“Despite this, she fraudulently got to the work site and took several photos,” the press service added.

Earlier, the Russian Ministry of Emergency Situations updated the list of those killed as a result of the terrorist attack at Crocus City Hall in the Moscow region, the list indicated 143 people.
