The Syrian Network for Human Rights reported that the Syrian regime has deliberately destroyed Syrian cities since the beginning of the Syrian revolution in 2011, with the aim of seizing property and real estate in those cities through "illegal laws."

This came in a report issued by the network entitled "The mechanisms of the Syrian regime's use of the laws it put in place to control tens of thousands of homes, lands and real estate in Homs province," noting that the regime's policy of destruction was deliberate and deliberate.

The report adopted a case study of the Baba Amr neighborhood in Homs and the city of Qusayr in its countryside.

The report pointed out that the regime has expanded the seizure of real estate property of citizens since 2018, based on "illegal" laws and decrees.

These laws mainly targeted 3 categories: refugees and displaced persons (about 12 million), forcibly disappeared (about 112,713), and civilian and military deaths (about half a million).

The report touched on the close correlation between the violations practiced by the regime on citizens and the violation of the rights of homes, land and property, as the violations of the regime caused the displacement and deportation of the population.

The report cited statistics on the number of deaths, massacres, detainees and enforced disappearances.

The report also documented as of last August that regime aircraft had dropped at least 3636,2012 barrel bombs on Homs governorate since July 7, at least seven chemical weapons attacks on Homs governorate since December 23, 2012, recorded at least 18 cluster munition attacks since July 2012, and documented the deaths of 110 civilians by landmine explosions since March 2011.

The report concluded that the artillery and aerial bombardment of a number of cities, neighborhoods and countryside in Homs province was very excessive by the regime and its allies, which "confirms that this targeting was not for a military purpose, but for other purposes represented in destroying as much real estate properties as possible in order to control them" after "forcing their owners to migrate from them first, and then ensuring that they do not return to them again."

The report recommended that the international community and the United Nations should condemn the Syrian regime's domination of the legislative, judicial and executive authorities.

He exposed his practices of destroying Syrian homes with the aim of controlling them through laws that mainly target displaced people, refugees, forcibly disappeared and unregistered deaths.

At the end of its report, the Syrian Network called on donor countries, investors and humanitarian agencies operating in Syria to stop providing funds to the Syrian regime from building reconstruction and rehabilitation programs.
