It has been a turbulent time for the social services in Älvsbyn after the high-profile LVU cases. Due to a lack of investigative capacity, the municipality brought in external support for the investigations.

They have shown that there have been the wrong decision-makers in five cases concerning children and young people. These have been so serious that the municipality chooses to proceed with a police report to see if misconduct has been committed.

"It may be a case of forgery and the allegations are serious and we want them to be examined by prosecutors to see if misconduct has been committed," says Robert Cortinovis, head of social services.

Not working anymore

Harriet Rickman has been sharply criticised in the past. According to a previous complaint, she has been criticized for deleting information, rewriting conversations and changing decisions about interventions on her own.

"I haven't written about conversations that have taken place. However, I have changed wording that was not adequate or correct in a government document," Rickman told SVT in September.

Want to avoid system failures

The purpose of the police report, according to the municipality, is not to find scapegoats but to see what measures need to be taken to avoid system failures.

"We have had to get to the bottom of this and try to find out what happened and what went wrong. We're looking for the system errors and it's not people we're after. At Älvsbyn Municipality, we work to create order.

The investigation also reveals deviations of serious irregularities and these must be reported to IVO. These include the fact that investigation deadlines have not been met and that investigations have not been completed properly.
