The newspaper reports that the changes are scheduled to be announced this week.

These will include the use of for-profit recruiting companies to conduct a "more targeted recruitment."

Conscripts will also be assured that they will be "engaged in roles that match their skills, and not just sent to the front."

The head of the National Security and Defense Council, Oleksiy Danilov, told the publication that "some people are scared, afraid to die, afraid to shoot."

Earlier, Volodymyr Zelenskyy said that the authorities were working on a comprehensive plan for mobilization in Ukraine.
