83 days after the first notification, the county administrative board calls the animal keeper and then decides to close the case.

"This was during the pandemic and we were in a very strained situation at the time. We planned to go out, but for various reasons it was not possible, says Lena Malm, acting head of unit at the County Administrative Board in Uppsala.

How did you make the assessment that everything was okay in the phone call?

"We judged that the answers we received were truthful and honest and that there was an explanation for what had been described in the report," says Lena Malm.

"Resources must be prioritised"

Three years after the first notification, three horses that were taken care of on the farm have died.

Do you see a need to change your routines?

"If we suspect that there is serious suffering on site, then we go out. It is not a given that it is the procedures that we need to review, but it is simply the resources that must be prioritised.
