This was reported by the Main Directorate of the Ministry of Internal Affairs of Russia in the North Caucasus Federal District.
"The investigative authorities have initiated a criminal case under Article 212 of the Criminal Code of Russia," the report says.
The department noted that the identities of all those who take part in the riots will be established, since a video surveillance system operates at the airport and in the adjacent territories.
Earlier, the Makhachkala airport was temporarily closed to serve flights on arrival and departure.
The planes that were supposed to land in Makhachkala were redirected to alternate airfields.
