The Second Plenary Session of the 5 th Central Commission for Discipline Inspection made important arrangements for gradually advancing the work of determining the level of supervision officials at the city and county levels for the first time. Up to now, five provinces (autonomous regions and municipalities) including Yunnan, Tianjin, Inner Mongolia, Heilongjiang, and Chongqing have fully completed the first determination of the level of supervision officials of discipline inspection and supervision bodies at all levels, and relevant work in other provinces (autonomous regions, municipalities) is also progressing in an orderly manner.

Provincial (regional, municipal) discipline inspection commissions and supervision commissions persist in permeating the party's leadership throughout the entire process of determining the level of supervision officials, actively reporting to the party committee at the same level, putting forward recommendations for implementing the plan, and striving for the support and guidance of the party committee. Sun Shaocheng, secretary of the Inner Mongolia Autonomous Region Party Committee, conducted in-depth research at the grassroots level to promote the resolution of key issues in the process of determining the level of supervision officials. Xu Qin, secretary of the Heilongjiang Provincial Party Committee, issued instructions twice, requiring the Provincial Commission for Discipline Inspection and Supervision and the Organization Department of the Provincial Party Committee to organize and implement it carefully and meticulously, and to include the determination of the level of supervision officials in the key reform tasks of the Provincial Party Committee Deep Reform Commission. Yunnan, Tianjin, Inner Mongolia, Heilongjiang, Chongqing, and other provinces (autonomous regions, municipalities) have issued guiding opinions, detailing and clarifying the scope of personnel, approval procedures, disciplinary requirements, and time limits for completing the work on determining the level of supervision officials, promoting implementation in batches and pressing forward.

Strengthen system planning and promote linkage up and down. Tianjin adheres to the project-based promotion, list-based management, and pin-based implementation, refines the work into 3 links and 10 key actions, schedules the progress of each district every week, and studies and solves common and individual problems in a timely manner to ensure the steady progress of the work. The Inner Mongolia Autonomous Region has set up a leading group for the determination of the level of supervision officials, and in response to problems such as slow progress and unbalanced work in individual areas, the Autonomous Region's Commission for Discipline Inspection and Supervision has given feedback to the secretaries of the league (city) and banner (county) discipline inspection commissions "point-to-point" to consolidate responsibilities and conduct pressure. The 13 municipal (prefecture) discipline inspection commissions and supervision commissions in Heilongjiang Province have formulated guidance opinions on the work of discipline inspection and supervision institutions at the county level for the first time in light of actual conditions, clarifying specific procedures and refining work requirements. The Chongqing Municipal Commission for Discipline Inspection and Supervision set up a special work class to refine the work for the first time into 3 steps in 14 links, including plan formulation, information inquiry, and approval at the meeting, clarify the timetable, roadmap, and responsible person, dynamically grasp the progress of the work, and ensure that the implementation of the work is not missing items and the implementation of the policy is not out of shape.

Highlight political standards, comprehensively find out the bottom number, and strictly control the entry gates. Each local discipline inspection commission and supervision commission is to make political standards the primary requirement for determining the level of supervision officials, systematically combing and comprehensively surveying the discipline inspection and supervision bodies, personnel, establishment, identity, and other such circumstances, accurately grasping each cadre's establishment identity, job rank, length of service, evaluation rewards and punishments, performance of duties, and so forth, and establishing ledgers by level and category. Tianjin Municipality has formulated and issued the "Statistical Table of Discipline Inspection and Supervision Institutions and Personnel Below the District Level", and organized all district discipline inspection commissions and supervision commissions to comprehensively find out the various types of discipline inspection and supervision institutions, personnel, establishments, identities and other situations. The Yunnan Provincial Commission for Discipline Inspection and Supervision, together with relevant departments, is to review and judge the discipline inspection and supervision cadres' party style and clean government, personal matters, violations and crimes, and punishments one by one, to ensure that every cadre included in the scope of the first determination of the level of supervision officials is strong and reliable. The discipline inspection and supervision organs at all levels in the Inner Mongolia Autonomous Region have "sifted" the cadres' establishment, identity, academic qualifications, evaluations, rewards and punishments, and so on, put forward a list of candidates, submitted them to meetings for study, and printed and distributed documents for their appointments, so that no link is missed, there are many procedures, and the implementation is not biased at all.

In response to the problems encountered in various localities in the process of advancing the work, such as policy confusion and procedural grasp, the Organization Department of the Central Commission for Discipline Inspection and the State Supervision Commission has done a good job of explaining the policy in a timely manner, forming a unified response caliber to ensure that the policy standards are unified, the rhythm is consistent, and the work is standardized and efficient. Heilongjiang Province, in view of the special circumstances such as inspection and inspection agencies, directly affiliated institutions, and part-time cadres in township streets, has reviewed the "three determinations" plan of relevant units one by one, comprehensively and thoroughly grasped the specific situation, and repeatedly asked the Central Commission for Discipline Inspection and the State Supervision Commission to study and form a reply and send it to the whole province for reference and implementation. The Tianjin Municipal Commission for Discipline Inspection and Supervision, together with relevant districts, has carried out special research on the special circumstances of the discipline inspection and supervision organizations of the statutory bodies in the Binhai New Area, the inspection and inspection bodies of the district party committees, and so forth, to fully grasp the nature, identity, historical evolution, and operation status of the relevant institutions, and to put forward guiding opinions in accordance with the relevant replies of the Central Commission for Discipline Inspection and the State Supervision Commission.

Do a good job in policy explanations and practical ideological guidance. Local discipline inspection commissions and supervision commissions are to pay attention to the publicity and interpretation of the Supervision Officials Law and the Regulations for the Implementation of the Supervision Law, and do a good job of ideological work on personnel who were not included in the scope of the first designation, clarifying policies, channeling emotions, and resolving doubts. The discipline inspection commissions of Yunnan, Tianjin, Inner Mongolia, Heilongjiang, Chongqing and other places carried out "one-on-one" heart-to-heart talks with those who were not included in the scope of the first determination, patiently and meticulously answered policies, explained the reasons in detail, listened to personal ideas, and guided cadres to eliminate ideological concerns to ensure ideological stability, work stability, and team stability.
