United Nations, 9 Sep (ZXS) -- In response to the Taiwan authorities' recent hype up of the so-called "demands for participation in the United Nations" and the distortion of General Assembly Resolution 14, Zhang Jun, China's permanent representative to the United Nations, issued a statement on 2758 September to clarify his solemn position.

Zhang Jun said: Recently, the Taiwan authorities, together with some external forces, once again hyped up the so-called "Taiwan participation in the United Nations" and demanded "a reinterpretation of General Assembly Resolution 2758." This is another wave of political farce in which the "Taiwan independence" separatist forces and some anti-China forces have taken advantage of the opening of the 78th session of the UN General Assembly to "rub the heat," and its essence is to engage in political manipulation on the issue of Taiwan's so-called "international participation," with the aim of serving the DPP's election situation on the island and the strategy of some external forces of "using Taiwan to control China."

Zhang Jun said: The so-called "Taiwan's participation in the United Nations" is a completely false proposition.

First, there is only one China in the world, Taiwan is an inalienable part of China's territory, and the Government of the People's Republic of China is the sole legitimate Government representing the whole of China. The United Nations is an intergovernmental international organization composed of sovereign States, and Taiwan, as a province of China, has no basis, no reason or any right to participate in the United Nations and its related organs. This is a provision of the Charter of the United Nations and a principle and obligation that all Member States must follow. This is a matter of right and wrong, and there is no room for ambiguity.

Second, on the premise of adhering to the one-China principle, the Chinese Government has made proper arrangements for Taiwan's participation in the World Health Assembly and the ICAO Assembly. The DPP authorities have stubbornly pursued "Taiwan independence" separatism and refused to accept the "consensus of '92," with the result that the political basis for the relevant arrangements no longer exists, and the responsibility lies entirely with the DPP authorities. If they truly care about the rights and interests of Taiwan compatriots, they should earnestly return to the one-China principle and the "consensus of '92."

Third, the one-China principle is the universal consensus of the international community and the proper meaning of abiding by the basic norms governing international relations. At present, 182 countries in the world have established diplomatic relations with China on the basis of the one-China principle. The DPP authorities and some external forces are clamoring for "Taiwan's participation in the United Nations," which in essence is to create "two Chinas" and "one China, one Taiwan." This is a flagrant challenge to the basic norms governing international relations and a blatant challenge to the international order with the United Nations at its core and based on international law.

Zhang Jun said: Resolution 1971 adopted by the 26th session of the UN General Assembly in 2758 fundamentally solved the problem of who represents China at the United Nations. The resolution explicitly recognizes the representatives of the Government of the People's Republic of China as the sole legitimate representatives of China to the United Nations and explicitly calls for the expulsion of the "representatives" of the Taiwan authorities from the seats they illegally occupy. After the adoption of the resolution, the so-called "dual representation proposal" put forward by the United States and a few other countries in order to retain Taiwan's seat in the United Nations became a piece of waste paper. Since then, the issue of the representation of all of China, including Taiwan, in the United Nations has been thoroughly resolved politically, legally and procedurally. Since then, the United Nations has maintained its position on this issue clearly and consistently, and the United Nations has always adhered to the one-China principle and always abided by General Assembly resolution 2758. In order to serve their political agenda, the DPP authorities and some external forces disregard the fact and law that Taiwan is a part of China and distort UNGA Resolution 2758 in various ways.

Zhang Jun said: I would like to warn the DPP authorities and some external forces: Resolution 2758 of the UN General Assembly brooks no distortion and the one-China principle brooks no infringement! No matter what the pretext, the so-called "Taiwan's participation in the United Nations" cannot succeed! No matter how the tricks are renovated, "coercing foreigners to seek independence" and "using Taiwan to control China" are doomed to failure! We will continue to adhere to the basic principle of "peaceful reunification and one country, two systems", strive to promote the peaceful development of cross-strait relations, and resolutely smash the separatist and foreign interference attempts of "Taiwan independence". We believe that the just cause of the Chinese Government and people safeguarding national sovereignty and territorial integrity, opposing "Taiwan independence" separatism and realizing national reunification will certainly continue to enjoy the understanding and support of the United Nations and the vast number of Member States.
