The ministry also noted that leading Russian airlines opposed the creation of such a fund.
Earlier, the Kommersant newspaper reported that the Ministry of Transport is discussing the idea of an additional fee from passengers when purchasing plane tickets.
Allegedly, it was about creating a "reserve fund to support passengers" in case of bankruptcy of the airline.
