The president of Tuscany Eugenio Giani
signed the authorization
for the installation of the regasifier in the port of Piombino (Livorno).
"The ship at this point, after the preparatory works" for its positioning in the port, "can arrive in Piombino" he commented immediately after signing.
This is the final act to give the go-ahead for the installation at Snam of the preparatory works of the "Golar Tundra" regasification ship in the quay of the port, which
will manage 5 billion cubic meters of liquefied natural gas per year from the United States
( just 6.5% of national gas needs), compared to 29 billion cubic meters of Russian gas imported in 2021.
The
Snam company
expressed “satisfaction with the positive conclusion of the authorization process for the Fsru Piombino Project”.
Yesterday, in the meantime, the Regional Council approved the
Memorandum for Piombino, the 10-point agreement proposal on compensation
that will be sent to the Government.
The protocol calls for the construction of a control room, which includes the President of the Region, the Presidency of the Council, competent ministers and the Municipality of Piombino.
The project foresees the positioning of the regasification vessel for a
maximum of 3 years
in the eastern quay of the port of Piombino.
Subsequently the ship will be moved to an offshore platform outside the Gulf of Follonica, where she will be able to remain in business for the next 22 years.
For the positioning of the ship, the Government with the simplification decree has cut the time of administrative procedures, reducing them to 120 days, and
eliminated the obligation to carry out an Environmental Impact Assessment
.
In parallel, an
8-kilometer underground pipeline
will be built to connect the ship to the national gas network.
In the compensation plan, the main request of the Region is the
discount of at least 50% in the bill, for three years, for the Municipalities of Piombino, Campiglia Marittima, San Vincenzo and Suvereto
(but not for the municipalities of the island of Elba) .
Added to this are the
reclamation of the groundwater that will be polluted
with a value of 200 million euros and
a series of financing for local infrastructures
, such as the construction of the connecting road for 115 million, the creation of a renewable energy park of 100 million,
investments in the port to compensate for the occupation of the new quay and the protection of fishing and fish farming
with a package of at least 145 million, the recognition of possible tax breaks for Piombino companies with 10 million and a national fund of 30 million euros to redevelop the industrial center.
Regasification
consists in heating the frozen liquid natural gas, up to the point where it returns to the gaseous state and can therefore be used, feeding it into the national gas network.
The regasifier will suck in the sea water, then re-loading it into the sea with the addition of
50 kg of chlorine
.
moreover, as reported by the International Atomic Erergy Agency, the Carbone 4 organization calculates that importing gas from the US to Western Europe will produce 85 g of Co2 / Kwh against 23 g of Russian gas.
