Düsseldorf (dpa / lnw) - The 15-kilometer rule for extreme corona hotspots now also applies in North Rhine-Westphalia.

The state government issued a separate regional ordinance on Monday evening with specifications as to when people's range of motion should be restricted.

The regulation applies from Tuesday and affects the districts of Höxter, Minden-Lübbecke, Recklinghausen and the Oberbergischer Kreis.

In an earlier draft of the regulation, which is available to the German Press Agency, the cities of Bielefeld, Bottrop and Gelsenkirchen were listed.

There was a prompt protest on Monday afternoon.

Bielefeld's Lord Mayor Pit Clausen (SPD), who is also chairman of the NRW City Council, described the planned measures as "not feasible".

They "missed reality."

Why the cities were deleted from the draft was initially unclear on Monday evening.

The final ordinance states that residents from the aforementioned districts are only allowed to leave this area "as long as a radius of 15 kilometers as the crow flies from the border of their own home town (political municipality) is not exceeded."

You are only allowed to enter from outside if you don't live more than 15 kilometers away.

Exceptions are "the execution of professional, official, voluntary and comparable errands" as well as "visiting school, day care or emergency care" or, for example, "visits to and from close family members, partners and similarly related persons."

In North Rhine-Westphalia, all four districts were above the 200 mark on Monday. The Höxter district had the highest value of 261, according to figures from the Robert Koch Institute.

Behind were the Oberbergische Kreis with 244.8, the Recklinghausen district (228.5).

The cities of Gelsenkirchen (227.2), Bottrop (225.4) and Bielefeld (211.6), which are no longer mentioned, were also above the actually decisive figure.

The federal and state governments decided last Tuesday to restrict people's range of motion in circles if there were more than 200 new infections per 100,000 inhabitants in seven days.

From a seven-day incidence of 200, such regions are considered to be corona hotspots.

The state of North Rhine-Westphalia had not included this measure in the new Corona Protection Ordinance with the tightened lockdown measures, which came into force on Monday.

The SPD opposition accused the CDU / FDP state government of breaking its word in the implementation of the federal-state resolutions.

Initially, the state government did not plan to apply the 15-kilometer rule automatically.

Accordingly, affected districts and urban districts in which the seven-day incidence is over 200 should be able to order additional protective measures such as the 15-kilometer rule in their own orders in agreement with the State Ministry of Health.

Health Minister Karl-Josef Laumann (CDU) had expressed skepticism that the 15-kilometer rule could be monitored.

The new regulation threatens fines of up to 25,000 euros.

The regulation is initially valid until January 31.
