How to deal with uncivilized behavior when taking the subway?

During peak hours, when congestion occurs, passengers are more likely to be affected, and various localities have "heavy-handed" rectification of subway violations and violations

The subway is the main transportation artery of many cities, providing fast and convenient commuting services for citizens to work, school, business, medical treatment, etc. When the reporter recently took the subway in many places, he found that in the subway space with a wide range of people and a large density, there are individual uncivilized behaviors from time to time, such as "looking at each other" when crowded, the sound of mobile phones being played, and the "slapping of the face" in backpacks. How to improve the experience of citizens taking the subway and improve the subway civilization index? In this regard, some corresponding management measures have also been taken in various places, and for these phenomena, what are the good suggestions for citizens who often take the subway? The reporter conducted an investigative interview.

The "embarrassing moment" of the peak: being stared at "face to face" by the opposite sex

Recently, the reporter took a subway line with a large flow of people during the morning rush hour. At each stop along the way, the number of people in the carriage will increase, and the carriage will become more crowded, and some stations will be so crowded that there will even be scenes of reporters and strangers "looking at each other", and many passengers, including reporters, will take out their mobile phones to relieve the embarrassment.

Similar to the reporter's experience, Ms. Wang, a citizen, said that she also encountered an embarrassing scene of "face-to-face" with the opposite sex when she took the subway. Ms. Wang said that because the carriage was crowded at that time, the other party kept staring at her, which made her feel a little uncomfortable. "Even if it's the same sex, it's sometimes a little awkward to be face-to-face, let alone the opposite sex."

Ms. Yang, a citizen, also said that she occasionally encountered such embarrassing scenes when taking the subway, but if the other party stared at her, she would avoid looking directly at the other party, and would avoid "face-to-face" by turning her head or looking at her mobile phone. "If the other party is deliberately staring at you, you can communicate with the other party amicably and let the other person divert their attention." However, Ms. Yang also said that generally at the next stop, someone will get off the train, and at this time, you can adjust the position to avoid the situation of facing the opposite sex. "The next stop will try to stand with same-sex passengers."

Influencing the standing space of others: no matter how crowded it is, it is necessary to free up the "mobile phone space"

Nowadays, on the subway, many people have developed the habit of looking at their mobile phones. However, this habit can sometimes be inconvenient for others. The reporter took the subway during the morning and evening rush hours and found that no matter how crowded the subway was, some passengers could not keep their eyes on their mobile phones. Even when it is crowded with "the front chest against the back", I will still free up one hand to look at the phone.

For example, the girl standing next to the reporter when the carriage was crowded took out her mobile phone and was looking at it, and the mobile phone screen was only about 10 centimeters away from her eyes. The reporter observed the passengers using mobile phones in the carriage, some were watching short videos, some were watching TV dramas, and some were typing and chatting. Ms. Wang, a citizen, said that when the subway car is crowded, looking at the mobile phone will also take up some space. The reporter also tried to take out his mobile phone when taking the subway, but he needed to place the mobile phone screen at a distance of 10 centimeters to be more comfortable to use, but it would have a certain impact on the passengers standing around. For those who have seats, looking at their phones has less impact on other passengers, while those who stand to look at their phones often need to "vacate" half a person's seat in front of them; At the same time, looking at mobile phones in the subway is also prone to accidents, the reporter observed that a passenger held a mobile phone with one hand to see, the other hand held the handrail of the carriage, but the mobile phone accidentally slipped and had to bend down to pick it up.

However, some citizens said that there are more people in the morning and evening rush hours, and the mobile phone is "more secure" in front of them, and they are afraid of missing some important information when they put it in their pockets. In addition, for citizens who commute to the subway for a long time, watching dramas or watching short videos on the subway is also a kind of relaxation, because there are often other things to be busy when they get home.

Treating the carriage as a "private space"

Individual passengers play out the sound of their mobile phones

During the interview, the reporter found that playing music outside is an uncivilized behavior in the subway that many citizens are more disgusted with. The reporter did not find that there was a phenomenon of playing music outside when taking the morning and evening peak shifts, and many office workers will wear Bluetooth headsets, which will not produce noise when watching dramas and watching short videos; However, when there were fewer passengers in the carriage, the reporter saw that some passengers played the sound of their mobile phones, and all the short videos, audiobooks or WeChat voice content in their mobile phones were "made public", as if the subway car was regarded as a private "entertainment room", and the volume of individual mobile phones was very loud, and even the entire carriage could be heard.

The reporter found that some people would stop playing outside after being reminded by other passengers, and some people would continue to go their own way and not listen to dissuasion. Why did you choose to play out the sound? The reporter found that a small number of them are middle-aged and elderly people, who are not very good at hearing and do not have the habit of wearing headphones. The reporter then asked a young man who also played the sound of his mobile phone, and he said that his ears would feel pain after wearing the headphones for a long time, so he directly played the sound. "Anyway, there are very few people in this carriage now, and it can't affect others." Some people think that when using a mobile phone, as long as the sound is not loud, it will not disturb others. Mr. Hu, a citizen, said that the loud sound would definitely cause public anger, but even if the volume was controlled in a small range, it would still affect individual passengers next to him.

The reporter learned that according to the "Measures for the Management of Urban Rail Transit Passenger Transport Organization and Service" implemented by the Ministry of Transport since April 2020, passengers are not allowed to play sound when using electronic devices, believing that this behavior affects the operation order of urban rail transit. The reporter also consulted the relevant subway staff about this, and the other party said that in the event of this kind of behavior, passengers can discourage themselves or seek help from the staff. "The subway car is a public place, pay attention to mute when taking the subway, wear headphones when watching short videos and listening to music, and do not play the sound outside, so as not to affect others."

Metro "Backpackers"

Squeezing space is also easy to "slap in the face"

The reporter found that in addition to passengers carrying suitcases, many citizens will carry backpacks to take the subway. Mr. Zhang, a citizen, said that there are power banks, charging cables and other tools in the backpack to relieve charging anxiety when going out, and sometimes he will bring a computer out to facilitate temporary work tasks; Ms. Yang, a citizen, said that she would bring one or two pieces of clothing when she went out, which was convenient to change after sweating, and it was more convenient to carry it with a backpack.

The reporter found that some passengers will carry their backpacks on their chests when taking the subway, and most of them will carry their backpacks on their backs normally, but no matter what kind of carrying method, the backpack will occupy a certain space after entering the subway car, especially in the morning and evening rush hour, which will make the carriage more crowded. When the reporter took the subway, he encountered some passengers with large backpacks, they did not remove the backpacks after entering the carriage, a person is equivalent to occupying 1.5~2 people standing position, in the case of crowded carriages, passengers standing behind their backpacks are easy to be "slapped in the face" by the backpack, or cause unnecessary disputes.

In this regard, Guangzhou and Shenzhen Metro also advocated on the carriage advertisement, when taking the subway, the backpack should be unloaded after entering the carriage, and carried in the hand or placed at the foot, so as to vacate more space and not easily collide with the surrounding passengers. However, some members of the public said that there was no space to complete the unloading action after entering the carriage during the morning and evening rush hours, or they forgot to unload the bag first because their attention was all on queuing up to enter the carriage. Mr. Zhang, a citizen, said: "The subway can make an announcement when passengers are queuing for the train, calling on everyone to carry their backpacks, so that it is less likely to be caught by the subway door after getting on the train." ”

Strengthen management in various localities and "issue fines" for uncivilized behavior in the subway

In response to possible uncivilized behaviors on subway cars, various localities have continuously introduced measures to strengthen the response in recent years. As was common in the past when passengers were forced to board the train during rush hour, it is now relatively rare for subways around the world to shorten the departure interval, increase the frequency of departures, and clearly inform the arrival time of the train. For possible uncivilized behaviors in the carriage, various localities have also clarified the penalty rules:

In Beijing, in order to ensure a good rail transit operation order and riding environment, the bus corps of the Beijing Municipal Public Security Bureau, together with the municipal transportation comprehensive law enforcement corps and subway operators, focused on five types of uncivilized behaviors in rail transit, such as "hegemony", eating in the carriage, "scanning code" sales, and loud video or music. The reporter learned that the uncivilized behavior that has constituted a violation of the relevant provisions of the "Public Security Administration Punishment Law" will be given administrative punishment in accordance with the law; For uncivilized behaviors that do not constitute violations, the Beijing Municipal Traffic and Transportation Comprehensive Law Enforcement Corps will deal with uncivilized behaviors in accordance with relevant laws and regulations, depending on the specific circumstances.

According to the Regulations on the Administration of Urban Rail Transit in Guangzhou (Revised Draft and Draft for Comments), Guangzhou will impose clear penalties on some behaviors of passengers. For example, spitting, defecating, spitting gum, littering fruit peels, paper scraps and other wastes shall be fined not less than 100 yuan but not more than 500 yuan; Those who bring pets, poultry and other animals on the bus shall be fined not less than 50 yuan but not more than 200 yuan; Smoking (including e-cigarettes) shall be fined 50 yuan; The urban rail transit business unit has the right to dissuade and stop the behavior of forcibly getting on and off the train, causing trouble and brawl at the station or train, molesting others, or peeping or secretly taking pictures, and the municipal transportation administrative department shall order it to make corrections, and may impose a fine of less than 5,000 yuan on the individual and a fine of less than 30,000 yuan on the unit; where a violation of the administration of public security is constituted, the public security organ shall give a public security administrative sanction in accordance with law; where a crime is constituted, criminal responsibility is pursued in accordance with law. As for the relevant penalties stipulated in the regulations, the interviewed citizens all expressed their support.

In Shenzhen, the Rail Transit Branch of the Shenzhen Municipal Public Security Bureau implements "warning law enforcement" in the subway, and if the parties have the risk of violating the law, but do not need to pursue legal responsibility, the police and the operating unit will issue a "Legal Notice" to inform the illegal consequences and the corresponding punishment basis, urge the parties to correct and rectify, strengthen the awareness of law-abiding, and promote the front-end resolution of contradictions and hidden dangers.
