The abusive acts were found to have occurred at two support facilities for people with intellectual disabilities in the city operated by Doaikai, a social welfare corporation in Yokohama City.

According to the city, at the first facility, in November last year, a staff member who had been abused by a user pressed his hands on the neck area and verbally abused him when he was holding him down.

At the second facility, in August, a staff member who was angry with the behavior of a user pushed him down and became a horseman, hitting the user's back with his knee several times.

In both cases, the user was not injured, but the city has determined that it constituted abuse and will provide on-site guidance for improvement.

In addition to this, another facility operated by this corporation in the city claimed that hundreds of thousands of yen worth of cash for users ran out, and the corporation filed a damage report with the police.

Doaikai says, "We are very sorry to all the users, and we would like to verify ourselves as an organization and strive for improvement."
