Previously, the third meeting of the Standing Committee of the 16th Shanghai Municipal People's Congress voted to adopt the Shanghai Wildlife Protection Regulations. It is reported that the legislation follows the essential requirements of harmonious coexistence between man and nature, forms an institutional norm that suits the characteristics of Shanghai, and helps the construction of an "ecological city", thus providing a solid legal guarantee for promoting the protection of wild animals in Shanghai at a higher level. The Regulations consist of 37 articles in five chapters.

The Shanghai Municipal Greening and Urban Amenities Administration Bureau said on the same day that in terms of Yangtze River Delta cooperation, the bureau will establish a regular communication and coordination mechanism with the wildlife protection authorities in Zhejiang, Jiangsu, Anhui and other Yangtze River Delta regions as soon as possible, and form an all-round integrated collaborative protection cooperation link in the Yangtze River Delta.

The bureau will take the initiative to work with Shanghai market supervision, public security, customs, civil aviation, eco-urban management law enforcement and other departments to strengthen coordination and cooperation in the areas of lead transfer, investigation and identification, supervision and supervision, and data exchange, and jointly deal with illegal transportation, carrying, and delivery of wild animals and their products, as well as relying on online markets to carry out illegal activities, and increase the intensity of investigation and handling of illegal acts.

It is reported that Shanghai is a highly urbanized area, and the establishment of a municipal wildlife habitat protection system with Shanghai characteristics and the reservation of more space for the survival of wildlife resources are one of the characteristic highlights of this legislation. In the early stage, Shanghai has carried out habitat restoration exploration work.

After the regulations take effect, the bureau will work with relevant departments such as agriculture and rural areas to establish and improve the municipal wildlife habitat system as soon as possible, and strictly investigate and deal with acts that destroy the city's wildlife habitat in accordance with the law; At the same time, give play to and improve the ecological service functions of the city's wildlife habitat, and promote its coordinated development with surrounding communities. According to reports, for wildlife genetic resources originating in Shanghai and with a very small population, the Regulations require key protection through a variety of measures. It is reported that the revision of the list of wild animals under key protection in Shanghai has been initiated to ensure the stability of its population and species.

The Bureau will work with agricultural and rural departments to establish and improve wildlife shelter and rescue systems at the municipal and district levels, guide wildlife shelter and rescue institutions to establish shelter and rescue sites equipped with corresponding professional and technical personnel, rescue tools, equipment and medicines, and release information on wildlife shelter and rescue institutions and shelter and rescue sites to the public to ensure that wild animals in need of rescue due to injuries or other reasons can receive timely, on-site, nearby and scientific treatment and protection.

In view of the spread of some wild animals in residential areas in recent years, interfering with the normal life of residents, the Regulations specify that if abnormal wild animals are found in residential areas, they may report to the competent district department, and the competent district department is responsible for taking measures. In addition, the Regulations also explicitly prohibit the feeding of wild animals that grow and reproduce naturally in the wild from a scientific point of view.

Shanghai's coastal wetland ecosystem and agroforestry ecosystem are the main habitats of migratory birds, and coastal wetlands are recognized by the International Union for Conservation of Nature (IUCN) and the World Wide Fund for Nature (WWF) as one of the important transit stations and ecologically sensitive areas on the "East Asia-Australasia" bird migration route. In order to protect these precious visitors, Shanghai will formulate and issue guidelines for wildlife protection patrols, guide relevant districts to formulate protection patrol plans in light of actual work conditions, and strengthen patrols in key areas such as migratory bird migration stoppages and wintering grounds during the peak migration period.
