From the 4th, there will be a new round of rainfall in central and southern Shaanxi, eastern Sichuan, Chongqing, western Guizhou, northwestern Hubei, western Henan and other places, moderate to heavy snow or sleet in central and eastern Qinghai, central and southern Gansu, and local blizzards.

This year's No. 14 typhoon "Koinu" has been strengthened from a strong tropical storm to a typhoon yesterday (1st) night, and at 2 o'clock this morning (5nd) its center is located in the northwest Pacific Ocean about 790 kilometers south-east of Eluanbi, Taiwan Province, China, that is, 19.0 degrees north latitude, 127.8 degrees east longitude, the maximum wind near the center has 13 (38 meters / second), the lowest pressure in the center is 965 hPa, and the radius of the seven-level wind circle is 300-550 kilometers. The radius of the ten-level wind circle is 120-150 kilometers, and the radius of the twelfth wind circle is 60 kilometers.

It is expected that the "little dog" will move northwest at a speed of about 10-15 kilometers per hour, gradually approaching the ocean east of Taiwan, gradually increasing in intensity, the strongest can reach the strong typhoon level or super typhoon level (15-16 level, 48-52 m/s), will make landfall on the southeast coast of Taiwan from the morning to the morning of the 5th, move westward after landfall, enter the northeast of the South China Sea, and gradually weaken in intensity.

East of Taiwan, the Basi Strait will have winds from 70~6 to 7~7 and gusts from 8 to 8.

From 10:3 on October 08rd to 4:08 on October 50, there were moderate to heavy rains in parts of southwest Heilongjiang, eastern Liaoning, southeastern Tibet, eastern Qinghai, southeastern Gansu, southcentral Shaanxi, northern Chongqing and northern Taiwan Island, among which there were heavy rains (95~4 mm) in parts of northern and eastern Taiwan Island. There are 6~6 level winds in southeastern Inner Mongolia, northern Tibet and other places. The Bohai Sea, Bohai Strait, most of the Yellow Sea, and the northern part of the East China Sea will have 7~8 winds and gusts of 7, and the southwestern waters of the East China Sea will have 8~9 winds and gusts of 7. From 10:4 on October 08 to 5:08 on October 100, there was moderate to heavy snow or sleet in parts of southeastern Tibet, central and eastern Qinghai, and central and southern Gansu, and there were local blizzards.
