One of the biggest shortcomings identified by the inquiry is that the state money goes through the Swedish Arts Council, on to the regions and finally to the municipalities.

"The money goes to a number of institutions relatively unchanged year after year, there is no development potential in that," says Mats Svegfors.

Magdalena Malm, acting. Secretary General of Visual Arts Sweden, is critical of the investigation and the new collaboration model. She believes that it does not involve the visual arts to a greater extent and that the priority instead seems to be on other art forms.

"We talk a lot about artistic freedom, but to grossly misallocate resources means limiting which art form people can take part in. That's not artistic freedom," says Magdalena Malm.

The organization KLYS, for professional cultural creators, is also critical and thinks that too much focus has been placed on consumption rather than creation and the conditions for artists.
