At present, Beijing has fully launched the post-disaster reconstruction work, successively introduced various assistance measures for the disaster-stricken areas and enterprises, and will establish a "one-to-two" pairing assistance mechanism for the 18 mountainous townships and towns most severely affected, requiring all plain districts to take concrete measures in terms of funds, projects, industries, talents, and public services to support the post-disaster reconstruction of the hardest-hit areas.
Various districts in Beijing responded quickly and sent many teams to the front line of disaster relief and reconstruction, working together with the affected people to rebuild their homes.
Task Force "home" in affected areas
On August 8, with the roar of a drilling rig, the counterpart support team in Shijingshan District, Beijing, began the day's work to support the post-disaster reconstruction of Yanyi Town and Tanzhe Temple Town in Mentougou District.
In order to help the disaster-stricken areas restore the order of production and life as soon as possible, Shijingshan District quickly selected backbone forces in housing and urban-rural construction, engineering construction, planning and geological monitoring, water affairs and municipal engineering management, and a forward task force of 10 people came to Yanyi Town and Tanzhe Temple Town, becoming a "permanent force" to help post-disaster reconstruction. With the successive launch of roads, electricity, water, communication and life support infrastructure projects, the strength of the forward task force will be dynamically adjusted to ensure the long-term stationing of personnel.
Fan Guangzhi from Jingshi Jianye Construction Engineering Co., Ltd., a company owned by Shijingshan District, was among the first to arrive in the affected area, and the village of Qingbaikou in Yanyi Township, which he supported, was severely affected, especially the self-provided wells that provided daily water to more than 700 villagers were contaminated. The only remaining well in the village can only supply water for three hours a day, and it is imperative to dig a new well for the village as soon as possible and solve the water problem. In less than a day, early on the morning of August 3, the staff arrived at the construction area with drilling rigs and other equipment, and began drilling operations as soon as possible.
Fan Guangzhi told reporters that in order to better participate in local reconstruction work, they have prepared to "settle down" in Yanyi Town, where Qingbaikou village is located.
According to the twinning agreement between Shijingshan District and Yanyi Town and Tanzhe Temple Town and the 2023 work plan, the district will rely on the work system of "front task force + rear work special class" to carry out comprehensive assistance around capital projects, industries, talents, consumption, employment and public services.
A number of teams are on the front lines of reconstruction
In the past few days, Chaoyang District of Beijing has sent a number of rescue teams to Fangshan District and Mentougou District for emergency rescue and disaster relief, fighting continuously, day and night, and working together to help the disaster-stricken areas rebuild their homes.
In Dashiwo Town, Fangshan, 5 cadres from the aid group of Datun Street, Chaoyang District, formed into 3 groups to check the water supply of the pump room of the water supply station and ensure the water supply of residents; Assist the Township Flood Control Office to conduct on-site office on the widening of the river channel reported by the villagers in Xiazhuang Village, and try to help the villagers solve problems; The road facilities and bridges in Nanhe Village, Wangjiamo Village and Caizhuang Village were investigated to provide a basis for the next scientific planning space.
During a visit to Caizhuang Village, Wu Wenyi, the leader of the Datun Street Aid Group, saw that the only road from the village to the farmland on the other side of the river had been damaged. Based on years of work experience, he believes that a temporary emergency road should be repaired at the narrowest part of the river first, so that villagers can quickly transport some fruits and vegetables that have not been affected by the disaster to their farmland.
After assisting the staff of the Fangshan District Water Bureau and Dashiwo Town to make statistics on the damage on the spot, Wu Wenyi proposed the idea of building the road to the accompanying staff. After on-site communication and visits, the road construction proposal was adopted. Soon, two forklifts arrived at the scene. "The sooner the road is built, the villagers' confidence in rebuilding is firmer." A staff member of the village committee of Caizhuang Village said with great anticipation.
Heavy rainfall caused water and mud on many roads in Shilou Town, affecting the normal life of the masses. In order to restore the smooth flow of urban roads and clean road surfaces as soon as possible, five cadres from Guanzhuang Township rushed to Shilou Town and immediately devoted themselves to service guarantee work such as dredging and epidemic prevention and sanitize with the staff.
"We will do our best to ensure that passing vehicles and people travel safely and conveniently, and that the road appearance is clean and tidy." Wang Jingcheng, a cadre from Guanzhuang Township, said.
Go all out to help rebuild
Beijing Economic Development District carried out pairing assistance with Doudian Town and Nanjiao Township in Fangshan District, and took the initiative to help Yongding Town, Mentougou District. At present, the Economic Development District has donated disaster relief materials to Fangshan District and Mentougou District, and organized enterprises to send 9 rescue teams, 5 rescue vehicles and 2 drainage rescue equipment to Fangshan District, and set up drone rescue teams and love convoys to help local people transport daily necessities.
Next, the Economic and Development Zone will carry out pairing assistance work in accordance with the idea of "basic recovery in one year, comprehensive improvement in three years, and sustainable development in five years", combining the current disaster relief and reconstruction work with long-term development such as resilient city construction, and providing assistance from multiple aspects.
In terms of funds, projects and industries, direct financial assistance will focus on this year's emergency response and living material support; Assistance for infrastructure projects, focusing on rehabilitation, reconstruction and upgrading projects, and providing financial assistance and project assistance to small-scale projects such as roads, water supply and drainage outside the scope of municipal support, so as to promote long-term economic and social development; Industrial assistance and development will assist the two districts to hold industrial matchmaking meetings, carry out joint investment promotion and industrial chain cooperation, and promote cooperation and joint construction.
In terms of talent and training, we will carry out talent assistance and cooperation, and the Economic and Development Zone will establish a cadre talent exchange and training mechanism, send cadres to each other on temporary posts, and focus on promoting the exchange of industrial talents and technical backbones; Carry out employment training services, rely on the resources of vocational and technical colleges and universities in the two districts, share the needs of each other, jointly hold special recruitment activities, provide employment training and information services, and promote labor employment and skill upgrading.
In terms of consumption cooperation and public services, the Economic Development Zone carries out consumption cooperation and assistance, relies on e-commerce platforms to promote characteristic agricultural products, and broadens sales channels; Promote the upgrading of public services, and encourage cooperation with the two districts in the fields of education and medical care through modes such as teacher and doctor selection and exchanges.
