Flood relief should not allow chaos to disrupt the situation

In the past few days, affected by the strong typhoon "Du Surui" circulation, floods have occurred in Beijing-Tianjin-Hebei and northeast China, affecting the hearts of hundreds of millions of people. For a time, rescue forces from all parties rushed to the severely affected areas to carry out rescue, and many touching heart-warming stories were staged in the middle. However, in the flood relief, some chilling events have also occurred, which have aroused widespread concern in the society.

First, citizens avoid disasters and meet hotel price increases. As the floods raged and many people temporarily lost their homes, some people spontaneously took refuge in hotels in neighboring cities to relieve pressure on the local area. Unexpectedly, some hotels treated the people who came to take refuge as "leeks", and the original price of 120 yuan per night was increased by about 25% the next day. This kind of behavior of sitting on the ground and raising prices is tantamount to taking advantage of the fire and robbery, which is really undeserved.

Second, some Internet celebrities pose for live broadcasts on the front line of flood prevention and disaster relief, adding blockages and chaos, breaking through the bottom line of morality. According to previous media reports, rescuers found a shocking scene at the flood relief site: two men with an elderly man in deep water in various poses to take videos or photos. The rescue channel that the rescue team has painstakingly built has been used as a place for traffic rubbing traffic by these Internet celebrities. In addition to pulling up the elderly for a show, some Internet celebrities also set up live broadcasts at the rescue site, which once caused traffic jams and affected the progress of rescue. These people specially came to the rescue scene, not to help the rescue, but took the opportunity to hype themselves, what is the conscience?

Third, some netizens posted that residents in one place asked for 30,<> yuan in evacuation fees before they were willing to cooperate with the evacuation, which is surprising if true. Due to the severe rainfall and flooding, some areas were designated as flood discharge areas. The local government promptly notified residents to evacuate and arranged special cars and personal transfers. However, some residents said they would never evacuate, and posted videos on short video platforms criticizing the advice of village cadres and openly inciting other people to refuse to evacuate. And when the water really threatened them, these people began to sell miserable again, complaining about the slow speed of rescue, and even spreading rumors to slander the cadres. To paraphrase netizens, I don't know if the government is protecting it too well, or human nature is selfish and greedy.

It should be noted that these chaos not only interfered with rescue operations, but were also suspected of violating laws and regulations. During the disaster period, the hotel's price increases, price gouging, etc., violate the relevant provisions of the Price Law; Some Internet celebrities used anti-flood traffic to pose for photos, violating laws and regulations such as the Provisions on the Governance of the Online Information Content Ecosystem; The demand for huge compensation is also difficult to support legally. For the losses suffered by residents in flood storage and detention areas due to flood storage and detention areas, the state will compensate accordingly according to the loss situation in accordance with the "Interim Measures for Compensation for the Use of Flood Storage and Detention Areas", and if the price is too high and the withdrawal is refused on this condition, the law will not acquiesce in connivance.

There is no place outside the rule of law in a society ruled by law, and the rule of law is needed to do a good job in the current flood prevention, rescue and disaster relief work and post-disaster reconstruction work. In order to ensure the basic stability of the market prices of important people's livelihood goods and services in flooded areas, stop price gouging and other price violations, and safeguard the legitimate rights and interests of consumers and market order, on August 8, the State Administration for Market Regulation issued an announcement clearly pointing out that no fabrication and dissemination of price increase information, no hoarding, no collusion in price increases, no price fraud, etc., and market supervision departments at all levels will strengthen law enforcement inspections and investigate and deal with all kinds of price violations in accordance with the law; Typical cases with egregious circumstances will be severely punished in accordance with law and publicly exposed. Mentougou District and Fangshan District of Beijing Municipality have also issued circulars to severely crack down on refusal to implement decisions and orders issued by the people's government in accordance with the law during flood prevention, rescue and disaster relief emergencies; Strictly crack down on illegal and criminal acts that use WeChat, Weibo, Douyin and other online platforms to create and spread rumors, fabricate dangerous situations and epidemics, and so on. On the one hand, this provides a basis for rectifying the various chaos in the flood, and on the other hand, it also sounds the alarm for those who want to take advantage of the flood disaster to gain improper benefits.

Of course, to change or even eliminate these chaos, we all need to consciously abide by the law. As ordinary citizens, we may not always be on the front line like professional rescue forces, but we can actively cooperate with the decision-making and deployment of local governments, resist the wind and waves, rebuild our homes, and guard the bottom line without adding chaos.
