From 5 o'clock on the 2nd to 9 o'clock on the 3rd, Heilongjiang Province has issued eight consecutive red warning signals for heavy rain. From day to night on the 8rd, there was heavy rain in the western part of Qiqihar, eastern Harbin, Qitaihe, western Jixi and most of Mudanjiang, including heavy rain in eastern Harbin and western Mudanjiang, and heavy rain in individual townships and towns.

From the early morning of the 2nd, Harbin City began to rain, which lasted until the afternoon of the same day, Harbin Central Street, Jingyang Street, Nanma Road and other areas once seriously accumulated, causing some vehicles to stall in the water. The Flood Prevention and Drought Control Headquarters of the Harbin Municipal People's Government issued a notice that this year's No. 5 typhoon "Du Surui" will bring heavy rainfall to Harbin City, and decided to take flood prevention emergency measures in Daoli, Daowai, Nangang, Xiangfang, Pingfang, Songbei, Acheng, Shuangcheng, Wuchang, Shangzhi, Bin County, Yanshou and other places from 2:15 on the 3nd to 15:<> on the <>rd.
