In response to the problem of inappropriate procurement procedures related to Internet-based operations, NHK has compiled measures to prevent recurrence, including the development and strengthening of a check system for management decision-making.

In relation to its Internet utilization operations, NHK had been proceeding with procedures for procuring equipment for simultaneous distribution of satellite broadcasting programs, which are not currently permitted, and has suspended related operations and taken corrective measures.

In response to this, NHK considered measures to prevent recurrence based on advice from a committee whose members include external experts familiar with governance, and announced it on May 25.

First, the background to this problem is that there was insufficient multifaceted confirmation of proposals related to budget execution, and there was a lack of understanding and awareness of the contents of the Broadcasting Act and the roles that officers and employees should play in their work.

In addition, in order to develop and strengthen the checking system for management decision-making, we have decided to establish a system for centrally managing and checking matters submitted to the Board of Directors, which were previously separate.

In addition, the department in charge of laws and regulations will be included to conduct checks from multiple perspectives and promote the transparency of the decision-making process.

In addition to providing practical literacy education on management decision-making for officers and department heads, we are working to foster awareness and a culture that balances demonstrating creativity and complying with rules by thoroughly instilling values and ways of thinking, such as NHK's mission and action guidelines for officers and employees.

We also report to the Management Committee and the Audit Committee on the status of decision-making based on these improvement measures and the status of education for officers and employees.

Takemi Hiramatsu, chair of the external expert committee, commented, "In order to truly resolve the issue, it is essential to be rooted in NHK's organizational culture, and I hope that NHK's management will keep this point in mind and steadily materialize and implement measures."

NHK Vice Chairman Inoue said at a press conference, "Going forward, the most important thing is to enhance effectiveness, and it is important to operate the system so that it can be incorporated into the organizational culture, such as the awareness of executives and employees, rather than a formal initiative.
