According to Mr. Zhang, he only bought a garage in the community, but did not buy a property, and the community property had been mandatory to pay the garage property fee. He also paid once at first, but did not continue to pay when it was due, so he was not allowed to go out.

Mr. Zhang believed that if he bought a garage, he should be able to park for free, and it was unreasonable for the residential property to demand payment of the garage property fee and force a parking fee of 18 yuan, so he complained about the property to recover his losses.

Therefore, Mr. Zhang reflected his problems and doubts through the "Ask Politics and Ganzhou" platform, which classified this problem into urban management. The relevant local departments immediately organized staff to investigate and verify, and in less than a week, Mr. Zhang's questions were answered on the platform.

The relevant local department said that after investigation, it was understood that the monthly property fee of the garage in the community according to the contract was 0.5 yuan / square meter, less than 20 yuan per month, and Mr. Zhang's garage property fee was only paid until March 2022, and he has been in arrears for more than 3 year. On the day Mr. Zhang was charged the parking fee, the property had asked Mr. Zhang to pay the garage property fee, but Mr. Zhang did not pay, but scanned the code to pay the temporary parking fee out of the community.

Regarding the parking fee of 18 yuan paid by Mr. Zhang, the relevant departments responded that there was a temporary parking fee standard at the entrance of the community, and the parking fee standard published by the community complied with the provisions of the document, and there was no problem of arbitrary charging.

So, is it reasonable to buy a garage and pay the garage property fee? Experts said that according to Article 41 of the Property Management Regulations, owners should pay property service fees in accordance with the property service contract. If the owner and the property user agree that the property user shall pay the property service fee, the owner shall be jointly and severally liable for payment from the agreement.

The property staff of the community explained that in fact, not only the public area of the community needs to be managed, but also the parking space needs to be managed, and the factors that constitute the management fee of the parking space in the community mainly include the cost of management service personnel, the operation of public facilities and equipment in the parking space and garage, energy consumption and maintenance costs, cleaning and sanitation costs, etc.

The staff member further said that since the owners who purchased the housing did not necessarily buy parking spaces, if the management fee of the parking space was put into the property service fee, it would be unfair to the owner who did not purchase the parking space, so the management fee of the parking space was generally not included in the property service fee.

In this regard, experts said that the property can charge garage property fees, but the fees should be in accordance with laws and regulations, follow the principles of disclosure and the compatibility of fees with service levels, distinguish the nature and characteristics of different properties, and be agreed in the relevant service contracts by the owner and the property service enterprise in accordance with the property service charging measures formulated by the price department in conjunction with the construction administrative department of the State Council.
