China News Service, Ningbo, January 19 (Fang Kun) Power batteries are called the "heart" of new energy vehicles.

In recent years, the energy density of power batteries has continued to increase, greatly increasing the cruising range of new energy vehicles, but the accompanying safety risks cannot be ignored.

According to data released by the Ministry of Emergency Management, in the first quarter of 2022, a total of 640 new energy vehicle fires were reported across the country, a year-on-year increase of 32%, with an average of 7 fires per day.

"Many authoritative international scholars have found that the fire rate of new energy vehicles has exceeded that of fuel vehicles, and about 90% of them are related to thermal runaway of power batteries." Chen Peng, member of the Ningbo CPPCC and Ningbo Institute of Materials Technology and Engineering, Chinese Academy of Sciences, said , considering that most of the power batteries currently in service are still in their "young adults", they will inevitably age as time goes by and the number of charges and discharges increases, and their safety issues will become more prominent.

In the past year of 2023, new energy vehicles, lithium batteries and photovoltaics have become the "three new items" of China's exports that have attracted much attention.

In Zhejiang, a major coastal economic province, the "New Three Samples" track is also in full swing.

As far as Ningbo, Zhejiang is concerned, the city's new energy vehicle industry is growing strongly.

In the first three quarters of 2023, the city produced 121,000 new energy vehicles, a year-on-year increase of 48%, accounting for 24.2% of total vehicle output.

At the same time, the number of new energy vehicles in Ningbo has exceeded 200,000. In the first three months of 2023, the number of new energy vehicles on the market surpassed that of fuel vehicles for the first time.

In this regard, Chen Peng said that the gratifying situation of booming production and sales is exciting, but we must also see calmly that on the one hand, the systemic risks caused by the safety of power batteries have not attracted enough attention, and the general public, including car owners, generally There is a lack of knowledge and experience to effectively deal with safety accidents such as fires and leakage of new energy vehicles; on the other hand, the new energy vehicle industry is experiencing explosive growth in China, and its development stage is even ahead of other countries and regions, and its safety guarantee issues are currently not Mature solutions can be used for reference, and they are in the "deep water area" and "no man's land" where risks are greater.

"Ningbo, as one of the first cities in the country to promote new energy vehicles, should plan ahead in power battery safety, a key and pain point issue related to the high-quality development of the industry and the safety of people's lives and property, to create a high-level 'new energy vehicle' The City of Cars' escort." Chen Peng said.

In this regard, Chen Peng suggested that on the basis of existing guiding policies such as the "Guiding Opinions on Further Strengthening the Construction of New Energy Vehicle Safety Systems", we should target the production, use, maintenance, scrapping and recycling of power batteries within Ningbo City. process, and study and formulate relevant regulatory rules.

"Establish and improve the full life cycle safety inspection and daily regular maintenance mechanism of power batteries, charging piles, etc., and clearly refine the emergency on-site handling measures and post-inspection procedures for new energy vehicle accidents, especially fire accidents." Chen Peng believes that it is very important for power batteries. It is crucial to conduct professional technical appraisal and inspection of key components such as batteries to improve the timeliness of feedback and information transparency of new energy vehicle accidents.

On this basis, Chen Peng believes that the construction of the standard system should be optimized and the power battery safety testing capabilities should be enhanced.

Actively promote and implement the international standard ISO/TR9968:2023, "Application of Rechargeable Energy Storage Systems for New Energy Vehicles with Functional Safety in Road Vehicles" developed and newly released by China; support industry associations, standardization institutes, complete vehicles and key parts and components backbones Leading companies will further refine and formulate relevant group standards and industry standards for power batteries’ safety architecture, failure risks, safety solution design, testing and evaluation, and functional safety requirements in the production, operation, maintenance and scrap stages; strengthen guidance for relevant companies to improve Power battery safety standards encourage the new energy vehicle industry to regard safety as the first core element; relying on testing platforms such as the National Regional Center for Testing and Evaluation of New Materials, strengthen cooperation with authoritative testing and certification institutions at home and abroad to improve the testing and identification system.

"In view of the common key technical problems in the field of new energy vehicle safety, we will collaborate with domestic and foreign superior resources such as universities, research institutes, and enterprises to plan and establish innovation carriers such as key laboratories and technology innovation centers to support enterprises in building power battery safety technology and integrated systems. Pilot test platform and engineering center." In Chen Peng's view, the key role of technological innovation should be given full play, the "power battery safety" strategic collaborative innovation plan should be laid out, seize the commanding heights of science and technology in related fields, and build a solid defense line for the safety of new energy vehicles.
