According to the regulations, Beijing will promote the construction of green supply chain of building materials, cultivate integrated supply enterprises of building materials, and encourage green production, green packaging, green transportation, recycling of waste products, etc., to achieve green environmental protection in the whole chain of building materials supply.
The regulations have a total of seven chapters and 2024 articles, which are divided into general provisions, planning and construction, operation, maintenance and transformation, science and technology and industrial support, guidance and incentives, legal liability, and supplementary provisions, which will come into force on March 3, 1, aiming to implement the concept of green development, save resources and energy, reduce pollution and carbon emissions, improve building quality, improve the living environment, and promote green, low-carbon and high-quality development in the construction field.

Establish a hierarchical management system for energy efficiency of public buildings
The regulations clarify the responsibility requirements for the operation, maintenance and renovation of the building, and the owner of the building bears the responsibility of green operation, maintenance and management to ensure the safe and stable operation of the building. Establish and improve the statistical system of energy resource consumption of civil buildings and the hierarchical management system of energy efficiency of public buildings; Implement the green building labeling system, and new large-scale public buildings invested and constructed with government funds shall apply for green building labeling; Promote the energy-saving and green transformation of existing buildings in an orderly manner, connect with urban renewal projects, and encourage the simultaneous implementation of the transformation of water, electricity, gas, heat and other professional pipelines in buildings on the basis of respecting the wishes of building owners; Promote the green demolition of buildings and implement the responsibility for the disposal of construction waste.
Promote the use of green building materials and construction waste recycling products
The regulations strengthen scientific and technological innovation and industrial support, propose to build a construction technology innovation system, and create a collaborative innovation platform; promote the coordinated development of intelligent construction and new building industrialization; Promote the construction of green supply chain of building materials, promote the use of green building materials and construction waste recycling products; Strengthen the construction of informatization, explore the building number plate system, integrate the whole life cycle information, and promote the realization of data collection and information interconnection; Promote the construction of national green development demonstration zones such as urban sub-centers, and improve the coordination mechanism of Beijing-Tianjin-Hebei work.
Measures will be taken to support the green development of buildings in terms of engineering award evaluation
The regulations strengthen policy guidance and incentive guarantees, and make it clear that in the evaluation of various construction engineering awards, priority will be given to projects that actively improve the grade standards of green buildings, voluntarily implement prefabricated buildings or improve the grades of prefabricated buildings, and actively implement ultra-low energy consumption buildings; Individuals who use housing provident fund loans to purchase two-star or above green buildings, prefabricated buildings or ultra-low energy consumption buildings can be given appropriate policy support.
The regulations require strengthening the evaluation of green buildings and implementing systems such as the evaluation of healthy buildings; Encourage the demonstration construction of the whole area and enhance the efficiency of agglomeration.
