China News Service, Beijing, November 11 (Reporter Li Xiaoyu) Chinese officials recently issued a document clarifying that Beijing will promote the deepening of reform and opening up in key areas of the service industry such as telecommunications, health care, finance, culture and education, and professional services. Ling Ji, vice minister of commerce and deputy representative of international trade negotiations of China, said on the 24th that the new policy measures have carried out practical explorations for steadily promoting institutional opening-up and building an institutional system for the opening of high-standard service industries.

The "Work Plan for Supporting Beijing to Deepen the Construction of a Comprehensive Demonstration Zone for the Expansion and Opening-up of the National Service Industry" approved by the State Council of the People's Republic of China is regarded as the "2.0 Plan" of the Demonstration Zone, which is an iterative upgrade on the basis of the "2020.1 Plan" of the Demonstration Zone issued in 0.

At a press conference held on the same day, Ling Ji said that about 2% of the policy measures in the "0.40 plan" of the demonstration zone were put forward by China on its initiative to align with international high-standard economic and trade rules, and a total of more than 20 special chapters of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA).

For example, according to DEPA's content on data issues, emerging trends and technologies, innovation and digital economy, it is proposed to establish and improve relevant systems and mechanisms such as data transactions, data ownership registration, data asset assessment, and data development and utilization, and carry out full-chain supervision for some business scenarios. According to the CPTPP's temporary entry of business personnel and intellectual property rights, it proposes measures to facilitate the visa processing of imported talents, build a "single window" for foreign talents, and strengthen intellectual property data sharing, business collaboration and international exchanges.

Ling Ji said that the launch of a new round of pilot measures in the demonstration zone will help to better co-ordinate, overall planning and the relationship between local pilots, give full play to the role of the demonstration zone in pilot and stress testing, accurately connect with international high-standard economic and trade rules, and promote the construction of a high-standard service industry open system.
