Yang Guorui, deputy director of the State Administration of Radio and Television, said that in response to the problem of TV "matryoshka doll" fees, the governance work will be fully promoted in three stages.
In the first stage, the fee package will be gradually reduced by 40% within this year to improve consumption transparency. The second stage is to regulate TV operations and charges in the first half of next year. In the third stage, by the end of next year, the long-term management mechanism of the three major business systems of cable TV, IPTV and OTT will be improved to ensure that the problem of TV "matryoshka dolls" charging "can be cured and does not rebound".
Yang Guorui said that the first stage of governance has recently begun, and seven pilot units covering the three major systems have been identified: Beijing Gehua Cable, Shandong Provincial Network, Shanghai Mobile, Guangdong Telecom, Jilin Unicom, Xiaomi TV and Hisense TV. Guide and promote relevant enterprises to formulate and merge charging packages, increase subscription management pages, and optimize the specific implementation plan of the free zone, of which Gehua Cable has reduced 7 charging packages to 14, Guangdong Telecom IPTV has reduced the original 5 film and television charging packages to 10, and the newly shipped Xiaomi TV and Hisense TV are no longer pre-installed with APKs.
It is expected that by the end of October this year, the charging package of the pilot unit will be reduced by more than 10%, and from November to December, centralized rectification will be carried out nationwide, and the overall fee package will be reduced by 40%, and the phenomenon of TV "matryoshka doll" charging has been significantly improved.
