Highlights: The State Duma Committee approved the waiver of fines for violating the rules for the sale of foreign currency earnings. The corresponding amendment was included in the draft amendments to the Administrative Code. “There is a proposal to abandon this norm due to a number of circumstances,” said First Deputy Chairman of the Committee Daniil Bessarabov. Earlier, Russian Presidential Assistant Maxim Oreshkin supported the initiative to extend the decree on thesale of foreign Currency earnings by large exporters.

The proposal to introduce a fine for failure to comply with the requirement to sell foreign currency earnings should be rejected. This opinion was expressed in the State Duma Committee on State Building and Legislation.


Fines for violating the rules for the sale of foreign currency earnings were to range from 75 to 100% of its amount. The corresponding amendment was included in the draft amendments to the Administrative Code. According to TASS, the committee proposed abandoning this norm.

“There is a proposal to abandon this norm due to a number of circumstances,” said First Deputy Chairman of the Committee Daniil Bessarabov.

Earlier, Russian Presidential Assistant Maxim Oreshkin supported the initiative to extend the decree on the sale of foreign currency earnings by large exporters.
