The document was submitted to the lower house of the US legislature on behalf of Congressman Kelly Armstrong.
According to TASS, the resolution instructs the committees on oversight and accountability, on income and expenditure and the legal committee to continue proceedings in the impeachment case.
The resolution asks whether there are sufficient grounds for the House of Representatives to exercise the constitutional right to impeach.
The document will be considered on December 12, voting on it may take place the next day.
Speaker of the House of Representatives Mike Johnson said earlier that the White House was obstructing the investigation as part of the impeachment proceedings against Joe Biden.
In his opinion, Biden's impeachment is a "necessary step."
