As noted in the article, the "consent of loyalty" is the permission of the Russian state authorities for the entry of a foreign citizen into Russia, on the one hand, and the consent of a foreign citizen in compliance with the prohibitions established in order to protect the national interests of Russia, on the other hand.

Thus, the document states that a foreigner entering the territory of Russia during his stay in the country is prohibited from obstructing the activities of public authorities, discrediting in any form the state policy of Russia, public authorities and their officials.
