According to the Tokyo Metropolitan Expressway, on November 11, TEPCO Power Grid was carrying out work to bury a cable underground on the Kasumigaseki Tunnel on the central Tokyo Ring Road that passes through Tokyo's Chiyoda Ward, and accidentally damaged the tunnel.

The length of the damage was about 8 meters, and 20 rebars of the tunnel were also cut.

For this reason, the Metropolitan Expressway began repair work on the tunnel at 80 p.m. on the 14th.
