The team of the head of the European Commission, Ursula von der Leyen, began working on sanctions against Russia back in November 2021, even before the start of the Russian special operation in Ukraine and the start of negotiations with the United States and the North Atlantic Alliance on security guarantees.

The fact that such work by the European Commission began at the end of 2021, writes Politico, citing an official source, whose name is not called.

After that, von der Leyen's team "secretly worked with the US administration on a package of sanctions that could be adopted if Moscow decided to send troops across the border."
